https://procurement.opengov.com/portal/ocsan/projects/275160The Solids Deep Well Injection System (SDWIS) at OC SAN’s Plant No. 1 is a multiphase capital project requiring design, permitting, construction, testing, and commissioning of a new long term solids management facility.
The Project includes: • Development of a full-scale deep well injection facility to potentially manage the average daily production of solids from Plant No. 1 (approximately 520 gallons per minute of digested sludge at 3-4% density) as well as flexibility for future Plant No. 2 flows (approximately 375 gallons per minute). • Permitting, design, construction and testing of an initial test well facility, delivered under a separate early GMP, to confirm injection feasibility and formation performance. • Full buildout of surface and subsurface facilities, supporting utilities, and operational systems that are integrateable with OC SAN’s existing infrastructure and treatment processes. • Preparation of permitting documents (EPA UIC, SCAQMD, local permits, etc). • Facility commissioning along with a two-year extended performance acceptance test commissioning time period.
The scale of the Project spans subsurface drilling, major civil and mechanical facility construction, wastewater solids handling systems, odor control, electrical infrastructure expansion, and multi-agency regulatory coordination. Specific information on the Phase 1 Scope of Work is included in Attachment A – Phase 1 Scope of Work.
