The County of Riverside Purchasing on behalf of Facilities Management is soliciting quotations for Backflow Preventative Maintenance Services to include but not limited to inspection, testing, preventative maintenance, and certification of backflow prevention assemblies serving the County as detailed in this RFQ. The County maintains over 100 Buildings that require specialized plumbing technicians.
A list containing building location and addresses are included within Exhibit C. These buildings are located over four (4) regions: Central, Eastern, Western, and Northwestern. If necessary, the County reserves the right to add additional equipment or delete and replace equipment of a similar nature to those units detailed in this RFQ to the awarded contractor’s current agreement by written amendment.
Scheduled preventative maintenance and repair over $1,000 is considered a public works project according to California labor code 1771 and subject to prevailing wage requirements, compliance monitoring and enforcement by the California Department of Industrial Relations (DIR).
The awarded bidder shall comply with all applicable provisions of the California State Labor Code regarding prevailing wages, Department of Industrial Relations Division of Apprenticeship Standards Labor and other requirements, including but not limited to Labor Code Sections 1771.4, 1773.1, 1774, 1775 and 1776.
Pursuant to Labor Code section 1771.1, any contractor bidding, or subcontractor to be listed on a bid proposal subject to Public Contract Code section 4104, must be currently registered with the Department of Industrial Relations. No contractor will be awarded without proof of current D.I.R. registration. Prevailing wage rate DOES NOT apply to work less than $1,000. Over $1,000 prevailing wage rates apply.
Bidders must have a current C-36 Plumbing Contractors license issued by the California State License Board (CSLB), current registration with the Department of Industrial Relations (DIR) and current Backflow Prevention Assembly Tester (BPAT) certification at the time of bid submission in order to bid on public works projects.
Proof of registration and current license is required to be attached with bid submission. Bidders must adhere to all legal requirements, laws, and ordinances to perform the requested services. Bidder MUST include a list of the labor rates by determination and classification which will be applied for these services. Southern California / Riverside County rates should be used for all services performed.
