The County of Lancaster, Lancaster, Pennsylvania (hereinafter also referred to as County) is soliciting bids for providing foodservice for the Lancaster County Prison. Companies submitting bids must have demonstrated experience in said services as they pertain to an institutional entity. Throughout this document, the singular use of the words Company, Vendor, Contractor, Bidder or Offeror shall apply to the responders of this Invitation for each service, or all services bid.
The County is seeking the services of an independent contractor(s) to provide complete foodservice and meals for each and every day of the year to the Lancaster County Prison. This includes supervision and training of inmate trustees.
Vendors submitting a bid shall have experience and skill in the areas of food preparation and management in an institutional environment, especially in secure facility housing of incarcerated persons to enable it to handle the special needs and problems associated with the provision of services in such a setting. A manager must be available on-site during all hours of operation.
The appropriate compliment of dietary supervisors must be onsite to ensure meals are prepared properly within the time schedule and with constant supervision of all inmate trustees assigned to the shift.
Currently, complete foodservice, including management and meals, are provided by an independent Contractor under a four-year contract (two-year base with two option years) with the County. Meals are prepared by a minimum of two (2) Contractor-employed dietary supervisors per shift using pre-approved menus, with the help of 16 (sixteen) inmate trustees per shift provided to the Contractor.
One supervisor is needed for the 1:30 a.m. to 5:00 a.m. shift. There are regular and special menus prepared daily and designated as week one, two, three and four which are reviewed and approved by a registered dietician and the Prison’s Medical Services prior to use.
