RFQu #617A - VETERINARY SERVICES FOR REGULAR CHECKUPS AND EMERGENCY CARE FOR RIVERSIDE COUNTY SHERIFF’S CANINES (K-9)

The Riverside County Purchasing Department, on behalf of the Riverside Sheriff’s Office (RSO), is issuing a Request for Qualifications (RFQu) to identify and pre-qualify multiple licensed veterinarians who can provide veterinary services for medical care, such as regular checkups and emergency care of the Patrol and Corrections Canine (K-9) Units.

The K-9 Team is committed to enhancing community safety across the expansive 7,000 square miles of Riverside County. Currently, the team consists of 32 specialized dogs, with plans to add three more this fiscal year. This highly skilled unit, comprising trained dogs and their handlers, focuses on searching for and apprehending suspects, making a significant contribution to crime reduction and the safety of both residents and law enforcement personnel.

Additionally, the Corrections K-9 Unit plays a vital role in ensuring security within correctional facilities. These specially trained dogs excel at locating illegal items, such as narcotics and weapons. Their duties involve thorough searches of inmates, vehicles, and various areas within the corrections system, all aimed at fostering a safer environment for everyone involved.

The intent is to establish qualified Veterinary Service Providers consisting of multiple licensed and certified veterinarians. Upon approval by the Board of Supervisors, the qualified Veterinary Service Providers will remain valid for one (1) year and may be renewed annually at the Board’s approval. The County is not obligated to purchase any specific quantities of services.

Furthermore, the County may terminate the approval of the pre-qualified veterinary service provider without cause by providing 30 days' written notice to said provider, specifying the extent and effective date of the termination. Veterinarians applying for this qualification should have a strong background in K-9 care with a minimum of three years of professional veterinary experience, including medical examinations, health checks, vaccinations, and emergency care for law-enforcement dogs.

Experience with law enforcement canines is crucial, as veterinarians will address the unique health needs of K-9 officers working with police and other law enforcement agencies. These veterinarians will ensure the health and well-being of K-9 units, which are essential for community safety.

Responsibilities include developing healthcare protocols, collaborating with law enforcement to assess the animals' physical and psychological needs, and providing guidance on nutrition and injury prevention.
