Purpose/Background The County of Riverside Purchasing & Fleet Department, on behalf of the Department of Public Social Services (DPSS) is seeking quotations from qualified medical laboratory facilities accredited by the American Association of Blood Banks (AABB), to provide standard genetic DNA parentage testing, and motherless case DNA parentage testing to DPSS referred clients. DNA paternity testing uses DNA profiles to determine whether an individual is the biological parent of another individual.
Paternity testing can be essential when the rights and duties of the father are in issue, and a child's paternity is in doubt. The establishment of paternity is required whenever public assistance is expended for a child pursuant to Title IV-A of the Social Service Act, and/or when an agency has been advised by the Juvenile Court to begin with adoption proceedings.
Target Population/Historic Information DPSS will refer clients requiring paternity testing who are informally, or formally, engaged in child welfare services and/or parties to a juvenile dependency proceeding.
