The Wyoming State Construction Department, Procurement Section, on behalf of Casper College (Procuring Agency) will be accepting Statements of Qualifications (SOQs) until 1:00 p.m. MT on September 14, 2026, through the Public Purchase online bidding system from licensed architects and engineers for the Casper College Heath Sciences Building Level II Study at the Casper College Campus, Casper, WY.

Project Description: The successful professional service provider will be responsible for the Level II study for the Casper College Heath Sciences Building. The new Health Science Building is approximately 75,000 gross square feet. It may be a three-story building on an existing parking lot southeast of the existing Gateway Building.

This state-of-the-art facility will consolidate Health Science programs currently housed in Saunders Health Science, Liesinger Hall, and Aley Hall into a modern, purpose-built learning environment featuring advanced laboratories, simulation spaces, classrooms, and collaborative areas.

The project will enhance healthcare education by expanding clinical training opportunities, supporting enrollment growth, improving faculty recruitment and retention, and strengthening the College's ability to meet the evolving workforce needs of Wyoming. Cost estimating services will be incorporated in to this work.

All questions will be answered and provided to all prospective proposers via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. on September 7, 2026.

Questions received after 5:00 p.m. on August 31, 2026, will not be addressed.

Note: All responses must be uploaded completely through the Public Purchase online bidding system no later than 1:00 p.m. on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
