Description

San Joaquin County Community Development Department, hereafter referred to as “COUNTY”, is requesting proposals from a qualified organization(s), hereinafter referred to as “CONTRACTOR”, to provide revisions to the 2035 General Plan (adopted in 2016) in response to a recent audit report, and subsequent zoning map and Development Title updates resulting from these revisions.

The audit report indicated that amendments are needed to address gaps and make updates to align with State law and guidance from the Governor's Office of Land Use and Climate Innovation (LCI). The project will include revisions to the following required General Plan elements: Land Use, Community Development, Transportation and Mobility, Public Health and Safety, Natural and Cultural Resources, and the Delta Element.

A new Environmental Justice Element will need to either be added or integrated into the existing elements. Other elements may also be updated or added. Based on the audit report, additional information, maps, and policies are needed to achieve full consistency with State requirements.

Other changes may also be incorporated that are not required for compliance with State law, such recommendations from the Governor's Office of Land Use and Climate Innovation (LCI), the Board of Supervisors, the Planning Commission, or public input. This project will also include evaluation of agricultural policies and 2 to 4 Urban/Rural Communities within San Joaquin County to identify possible changes in future growth and development patterns.
