  • Most public paving is advertised as a sealed invitation for bids and awarded to the lowest responsive, responsible bidder, usually on unit prices against the agency’s quantities.
  • Many agencies bid a whole season at once, such as annual resurfacing lists, on-call patching and district-wide crack-seal contracts. That is why so many titles say “Annual” or carry a fiscal year.
  • Most state DOTs require prime contractors to prequalify before bidding highway lettings, and the rules and dollar thresholds vary by state. City, county and school jobs set their own requirements in the solicitation.
  • Expect bonds. The federal Miller Act requires performance and payment bonds on federal construction contracts above its dollar threshold, and most states require the same on state and local public works under their own “Little Miller Act” statutes.
  • In colder states asphalt plants close for the winter, so many agencies advertise the next season’s paving in late winter and spring.

On 2026-09-22, 95 of 100 randomly checked bids were paving work.

How this page counts

A bid counts when its title names paving work (paving, asphalt, pavement, overlay, mill and inlay, resurfacing, seal coat, chip seal, crack seal, slurry seal, microsurfacing or pothole patching) and it is not a materials or equipment purchase, pavement-marking work, or an engineering, inspection or survey contract. Only bids with a published due date in the future count.

The match reads titles, the same way in every state. The AI trade classifier, which runs for Wyoming plus every state with an active subscriber, is used only to leave out bids it marked supply-only. Paving inside a project with a generic title, such as “Highway Improvement”, is not counted, so the number is a floor.

On 2026-09-22, 100 counted bids were picked at random and reviewed one by one: 95 were paving work. The misses, two pavement-software contracts and three asphalt-material purchases, are now excluded.

BidNet Direct listings name a purchasing group rather than the issuing agency, so the agency count is a floor too. Data refreshes every 24 hours.
