The work consists of rehabilitating the roadway by removing and reconstructing the asphalt concrete pavement within the existing right of way with rubberized asphalt concrete pavement, the removal and reconstruction of ADA access ramps, curb and gutter, sidewalk, replacement and adjustment of utility pull-boxes, striping, signage, pavement markings, and all appurtenant work thereto necessary for the proper construction of the proposed improvements in accordance with the Project’s Plans and Specifications.

This project is covered “Project Work” as defined in the Second Amended and Restated Community Workforce Agreement (CWA) the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions. Therefore, the awarded Contractor and its subcontractors of all tiers shall agree to be party to and bound by the CWA by signing a Letter of Assent (a form attached to the CWA as Attachment A).

For the purposes of bid evaluations and fairness to all bidders, the City will evaluate the Total Base Bid Proposal. The lowest responsive Base Bid bidder will be selected.

Work under the Alternative Bid (if any) may be authorized, if it is determined at the sole discretion of the City, that work under the Alternative Bid is within the City's available budget. All bidders shall further understand that he City reserves the right to reject all bids. All Bids shall be in accordance with the "Invitation to Bidders" and "Instructions to Bidders".

No contractor or subcontractor may be lsited ona bid prosoal for a Public Works project (submitted on or after March 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code Section 1725.5 [with limited exceptions from this require for bid purposes only under Labor Code section 1771.1(a)].
