PS #27-0692PS - Design/Engineering Services for Western Wyoming Community College Powerline Technology Facility - Rock Springs, WY

The Wyoming State Construction Department, Procurement Section, on behalf of the Western Wyoming Community College (Procuring Agency) will be accepting Statements of Qualifications (SOQs) until 1:00 p.m. MT on November 3, 2026, through the Public Purchase online bidding system from licensed architects/engineers for the Powerline Technology Facility at Western Wyoming Community College in Rock Springs, WY.

Project Description: The Western Wyoming Community College High Volt Wireline Program is a proposed new 9,000-square-foot facility at the Rock Springs campus designed to support specialized education and hands-on training for the high-voltage wireline industry.

The facility will include classrooms, training rooms, offices, restrooms, utilities, a vehicle bay, and an exterior pole yard, along with a 5,425-square-foot mezzanine for additional program and equipment needs. The project is planned as a pre-engineered metal building with associated interior architectural, HVAC, plumbing, electrical, IT, site development, and utility improvements.

It is the proposer’s responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations.

Questions: All questions shall be submitted on the Public Purchase website by 5:00 p.m. MT on October 20, 2026.

All questions will be answered and provided to all prospective proposers via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. on October 27, 2026.

Questions received after 5:00 p.m. on October 20, 2026, will not be addressed.

Note: All responses must be uploaded completely through the Public Purchase online bidding system no later than 1:00 p.m. on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
