RFP - PS #27-0697 - Engineering Services - Vault Toilet Replacement at Keyhole State Park Project - Dept. of State Parks

The Wyoming State Construction Department, Procurement Section, on behalf of the Department of State Parks and Cultural Resources, Division of State Parks, Historic Sites & Trails (Procuring Agency), will receive proposals until 1:00 p.m. MT on November 9, 2026, through the Public Purchase online bidding system for professional engineer services in support of the Vault Toilet Replacement Project, located at Keyhole State Park, 22 Marina Road, Moorcroft, WY 82721.

Project Description: Provide engineering services to complete removal and replacement of five vault toilets within Keyhole State Park, resulting in an improved level of service to park visitors.

Design and engineering will include double vault toilet removal/replacement; accessibility features, such as roadways, parking areas, and access routes; and drainage improvements and site stabilization. The complete Request for Proposal Documents can be downloaded from:

It is the proposer’s responsibility to review, through Public Purchase at www.publicpurchase.com for answers to questions, addenda, or bid tabulations.

Questions: All questions shall be submitted on the Public Purchase website by 3:00 p.m. MT on October 26, 2026.

All questions will be answered and provided to all prospective proposers via answers on the Public Purchase website or in the form of a written addendum posted on Public Purchase by 3:00 p.m. on November 2, 2026.

Questions received after 3:00 p.m. on October 26, 2026, will not be addressed.

Note: All responses must be uploaded completely through the Public Purchase online bidding system no later than 1:00 p.m. on the due date indicated in the document. If your submission has not completely uploaded by the 1:00 p.m. deadline, the Public Purchase system will lock and your response will be incomplete and deemed non-responsive and eliminated from the evaluation process.
